Are you passionate about tackling climate change and working on EU policy? Join our dynamic, international team at H2Global and play a pivotal role in our EU engagement activities. Our work is dedicated to accelerating the transition to clean fuels in hard-to-abate sectors in Europe and worldwide. We're seeking a Senior Consultant for EU Shipping Policy Engagement to expand our footprint and brand in Europe's capital to advance tangible European market-making financing mechanisms in the shipping sector.
Tasks and activities you will support us with
The Senior Consultant will strengthen the Foundation's strategic engagement and communications towards EU audiences under H2Global's Shipping Initiative. Under the guidance of the Head of European Affairs and in coordination with the Brussels-based Project Manager, they combine senior-level EU stakeholder access and strategic advice with hands-on communications support. The consultant's policy expertise will inform positioning and messaging while also contributing directly to the development of targeted communications and outreach materials. They will work closely with the Policy & Partnerships team and the Communications team to ensure that EU engagement supports H2Global's broader objective of accelerating clean-fuels markets.
The Senior Consultant is expected to focus on the following areas – with a strong focus on the shipping sector:
Strategic partnerships
- Facilitate targeted senior-level introductions to relevant EU institutions, policymakers, parliamentarians, think tanks, business associations, and civil society actors.
- Identify and prioritise strategic meetings, events, and networking opportunities.
- Provide briefings and strategic advice ahead of key stakeholder engagements.
- Attend selected conferences, webinars, and policy events and capture relevant developments and stakeholder perspectives.
- Present strategic insights and recommended follow-up actions to the Policy & Partnerships team and other relevant internal teams.
Communications
- Provide strategic recommendations on emerging EU policy narratives, stakeholder positions, engagement opportunities, and potential implications for the Foundation.
- Draft and review EU-facing messages, communication materials, positioning, and content, in coordination with relevant internal teams.
- Support the roll-out of Communications campaigns in cooperation with the Communications team.
Core skills we are looking for
The Senior Consultant should bring a strong combination of EU policy expertise, senior-level stakeholder networks, strategic communications experience, and sound political judgement. The ideal candidate will demonstrate:
- At least 8 years of relevant professional experience in EU public affairs, policy engagement, strategic communications, government relations, or a related field.
- An established network across EU institutions, national policymakers, parliamentarians, think tanks, business associations, civil society, and other relevant stakeholder groups.
- A strong understanding of EU policymaking processes, institutional dynamics, political priorities, and the Brussels stakeholder landscape.
- The ability to identify relevant policy and political developments and translate them into concise, actionable strategic recommendations.
- Excellent analytical, written, and verbal communication skills, including experience reviewing or informing senior-level briefings, messages, and external communications materials.
- Demonstrated ability to represent organisations credibly in high-level meetings, conferences, and networking settings.
- Strong judgement, discretion and the ability to operate independently while collaborating effectively with internal teams.
- Professional fluency in English; knowledge of additional EU languages would be an asset.
- Experience in EU energy, climate, industrial, or clean-fuels policy, including hydrogen and market-development issues, would be highly desirable.
Our offer
The initial contract will last for nine months, starting as early as possible. The contract may be extended by mutual agreement if sufficient funds are made available. H2Global offers an attractive salary in competitive market conditions.

An international non-profit, the H2Global Foundation accelerates the emergence of clean hydrogen markets and other low-emission fuels worldwide by empowering governments to actively shape and support the ramp-up of the international clean hydrogen market. This is achieved through tenders that use the innovative H2Global mechanism, currently conducted by Hintco, a wholly owned subsidiary of the H2Global Foundation. Hintco tenders are tailored to meet specific objectives, such as promoting clean energy technology or decarbonizing specific sectors. The result of Hintco’s pilot auction includes transparency on prices, securing production and delivery of clean fuels and legal certainty for projects to take the all-important final investment decision (FID). The impact and lessons learned from pilot auctions and research on clean fuels is shared globally with industry, governments and wider stakeholders.
