This position paper was published at the launch of the e-Sustainable Marine Fuels Early Movers Initiative (e-SMF EMI) in Brussels ahead of the EU Transport Council Meeting on June 8. Signed by more than 20 companies and organisations, it sets out two urgent recommendations for policymakers to accelerate the creation of a clean shipping fuel market. In the short term, it calls on European national governments to fund a double-sided auction shipping tender for early production and offtake of clean shipping fuels. In the long term, it calls on the European Commission to recycle a share of EU ETS maritime revenues into an EU-wide intermediary to sustain future tenders. The paper identifies H2Global's double-sided auction mechanism as the proven tool to minimise public cost, de-risk investment and create the business cases early movers need.
